ULI Charlotte was engaged by the City of Charlotte Planning Department to conduct a virtual Technical Assistance Panel on June 2-3, 2021.  

The ULI panel was asked to address the following questions:​

• How can the community be involved in development projects?
  • Need to establish clear goals and outcomes of what community engagement is intended to produce, such as affordable housing, public infrastructure and facilities, a thriving local economy, and a well-planned and equitable community.
  • Explore whether thresholds are needed for different levels of involvement
• What community benefits can come from development projects?
• What tools can help communities organize and effectively participate?
• What is the City’s role/responsibilities in participating and/or facilitating community involvement?

The TAP will interview community members, city council and staff, and developers to come up with a set of recommendations.  ULI Charlotte is a District Council of the Urban Land Institute.  As a nonpartisan organization, ULI has long been recognized as one of America’s most respected and widely quoted sources of objective information on urban planning, growth and development.

The panel of experts includes:

• Rachel Krenz, Ram Realty
• Shelly Okun-Rudnak, BAE Urban Economics
• Mack Paul, Morningstar Law Group
• Yolanda Taylor, Attorney

Following a day and half of briefing from the City, key stakeholders from the development and neighborhood groups, the Panel presented summary recommendations.
