ULI Charlotte was engaged by the City of Charlotte, through a grant from the Bloomberg American Cities Climate Challenge, to conduct a virtual Technical Assistance Panel (TAP) on June 14-15, 2021.  Prior to the TAP, ULI Charlotte hosted an informative webinar – Easing Gridlock by Connecting Development and Transportation Demand Management.  Click here to view the webinar.

For the TAP, the ULI panel was asked to address the following questions:​

• What are the most effective TDM tools/measures for Charlotte?
• Where are the places and uses in Charlotte best suited for implementing TDM measures?
• Is TDM a viable tool (in Charlotte) to enable development to reduce/limit parking? (unbundled
• parking, repurpose/adapt parking decks, etc.)
• Is TDM a tool for concerned neighborhoods (lack of off-site parking spilling into neighborhoods)?

The TAP will interview city staff and developers to provide a set of recommendations regarding next steps.  As a nonpartisan organization, ULI has long been recognized as one of America’s most respected and widely quoted sources of objective information on urban planning, growth and development.

The panel of experts includes:

• Craig Lewis, Stantec (Charlotte, NC)
• Justin Schor, Wells + Associates (Washington, DC)
• Tom Yardley, MARSCO (Boston, MA)

Following a day and half of briefing from the City, key stakeholders from the development, the Panel presented summary recommendations on Tuesday, June 15, 2021 at 5pm.
